The decision also cancels a 2004 text that set allowances for training of six months or less.
Algerians training abroad for up to six months will get new allowances, Awras reported, with cuts of 50% or 75% if the host pays their accommodation.
The decision, dated 29 October, was signed by the Prime Minister and three ministers. They are Ahmed Attaf, Minister of State and Minister of Foreign Affairs and National Community Abroad, Finance Minister Lbou, and Kamel Baddari, Minister of Higher Education and Scientific Research.
How much is paid
For stays of up to ten days, the allowance is 12,000 dinars (DZD) a day in zone one. In zone two, it is 10,000 dinars a day.
For stays longer than ten days, zone one gets a lump sum of 120,000 dinars for the first ten days. It adds 4,000 dinars for each day from day 11.
Zone two gets 100,000 dinars, plus 3,000 dinars for each day from day 11.
For a full month, or full months, the allowance is 200,000 dinars a month in zone one. In zone two, it is 160,000 dinars a month.
For a month and part of a month, zone one gets 200,000 dinars, plus 6,000 dinars for each day from day 31. Zone two gets 160,000 dinars, plus 5,000 dinars for each extra day.
Zone one covers 37 countries, among them France, Germany, Italy, Spain, Belgium, the UK, Switzerland, the US, Canada, Japan, China, South Korea, Kuwait, Jordan and Russia. Zone two covers all other countries, meaning any country not on the zone one list.
Extra payments and cuts
University researchers and hospital-university researchers from higher education institutions, and permanent researchers from research institutions, get an extra 20% of the allowance.
Participants who give a paper at scientific meetings, conferences, study days and other scientific or technology events get an extra 40%. This rise is available only if they present a paper at the event.
The allowance is cut when the host pays accommodation. It falls by 50% if the host covers part of the accommodation, and by 75% if it covers all of it.
The employing body pays registration or participation fees if the foreign partner does not pay them.
Who is covered
The new amounts apply to people who had not finished their training abroad when the decision was published. Those who had finished are not covered by this text.
The decision cancels the decision of 17 May 2004, which set allowances for training abroad of six months or less.
