About Constantine
The wilaya of Constantine lies in the centre of eastern Algeria, on the Oued Rhumel, a river. It borders the wilayas of Skikda, Guelma, Oum El Bouaghi and Mila. Cirta, the ancient name of the city of Constantine, comes from the Phoenician word for "city". In 313 the emperor Constantine I had the city rebuilt and gave it his name. It has 12 communes. The wilaya had 938,475 inhabitants at the 2008 census (ONS).
