Finance bill proposes customs exemption for Algerians returning home

An amendment to the 2027 finance bill would let Algerians settled abroad for at least three years import work equipment free of customs duties and taxes when they return permanently.

TSA reported that the amendment is one of 26 proposed by the Finance and Budget Committee of the People's National Assembly (APN). The Assembly resumed plenary sessions on Monday to examine the bill.

The proposed scheme would apply to Algerians who have lived abroad without interruption for at least three years and want to return to Algeria permanently. They could import equipment and materials linked to the economic or professional activity they carried on abroad.

TSA reported that the text would also exempt them from foreign trade and exchange control procedures, as well as from customs duties and taxes. The incentive aims to make returns easier, in a context where Algeria is seeking to attract skilled workers and entrepreneurs based abroad.

The scheme is still a proposal and is subject to adoption by the APN. TSA gives no start date for the scheme.

Finance Minister Mohamed Lamine Lebbou presented the main lines of the bill. The bill forecasts revenue above 9,251.1bn dinars (DZD) in 2027, up 7.4% on 2026.

Spending is expected to reach 17,251.6bn dinars in commitment authorisations (AE) and 17,882.6bn dinars in payment credits (CP). The bill forecasts economic growth of 4.2%.
