An order of 24 June 2025, published in the Journal officiel no. 53 of 10 August 2025, sets how tobacco product distributors must apply for and keep their approval from the tax authorities.

The Ministry of Finance has published an order setting out how a business may obtain approval to distribute tobacco products in Algeria. It was signed on 24 June 2025 and appears in Journal officiel no. 53 of 10 August 2025. The approval is granted by the Director General of Taxes, and applicants submit their file to the large enterprises directorate or the local tax directorate of their wilaya.

The order lists the documents to be submitted with an application, including the commercial register entry, the tax registration certificate, a copy of the national identity card of the owner or manager, the company statutes where relevant, and a signed specification sheet. It also sets time limits for the tax authorities to check files, carry out inspections and reach a decision, and gives applicants a right of appeal if their application is refused. Approval can be withdrawn if the conditions are breached or the business stops trading.

The order takes effect after its publication, and distributors already operating have one year to comply with its provisions.
