A joint committee of the two bodies was formed on 18 October to study the financing terms, and the final rates have not yet been given.

In Algeria, a plan to offer retirees bank loans at a 2% reference rate is under study by the National Retirement Fund (CNR) and the Local Development Bank (BDL).

The committee is made up of senior staff from both bodies and was formed on 18 October to study financing conditions. The 2% rate is only a reference point. Reports say the final rates should be more favourable than those in the agreement signed in December 2025.

Reports say more than 3.6 million retirees could be affected by the change. That number covers people who might be interested, not people who will automatically get a loan at this rate.

Which loans are covered?

The plan covers two kinds of loan. The first is consumer credit for buying a car. The second is property loans for housing, but commercial loans are excluded.

Access will depend on the loan types chosen and the criteria set by the two bodies. The real benefit will depend on the rate actually applied, any fees and the contract terms the bank offers.

Other banking services

The CNR and BDL are also working on cash withdrawals at automatic machines for retirees and their beneficiaries. One option is a higher limit on the amount that can be withdrawn with a bank card.

The new limit has not yet been set, and the conditions for using it are still to be decided. The two bodies also discussed digital services and better quality of service. The aim is to simplify procedures and help retirees limit their trips.

Hafid Adrar, director general of the CNR, and the chief executive of the BDL attended a meeting at the CNR headquarters on 18 October, together with their teams.

What is still unknown?

The bodies have not yet given the maximum loan amounts, the repayment periods or the eligibility conditions. They have also not said which steps to take to apply, which documents are needed or when the scheme starts.

The committee will give its conclusions when its work ends. These conclusions are expected to define the final terms of the scheme.
