About El Oued
The wilaya of El Oued lies in south-east Algeria, on the border with Tunisia. Its neighbours include Khenchela, Biskra, El M'Ghair, Touggourt and Ouargla. Its capital is El Oued. Its other name, the Souf, is Berber for a river, as "oued" is in Arabic. It is wilaya number 39, created in 1984 from Biskra under law 84-09. It has 22 communes in 10 dairas. In its 2008 borders it had 647,548 inhabitants (ONS).
