The Council of Ministers reviewed two major rail projects. The eastern mining line to Annaba port should allow production to start in March 2027. The line to Tamanrasset was called the top priority, with service planned by the end of 2028.

President Tebboune chaired the meeting on Sunday 6 September. It examined a draft Penal Code, preparations for the new school year and the response to the August fires. It also approved the creation of a National Archaeology Agency to strengthen research on Algeria's heritage.

On transport, the council followed the mining railway from Bled El Hadba through Oued Kebrit to the port of Annaba, and a new ore quay in the Annaba port extension. The line from the north to Tamanrasset, through Laghouat, Ghardaïa, El Meniaa and In Salah, was described as the priority of priorities.
