MPs debate 2027 finance bill with pay rises

The vote is due on 16 November, and the law is due to take effect on 1 January 2027.
The People's National Assembly (APN) begins debate on the 2027 finance bill (PLF) on Monday, 2 November, with a vote due on 16 November, Algérie 360 reported.
The government representative will present the text from 09:00. Deputies will then hear a preliminary report from the finance committee before the general debate opens. The debate continues from Tuesday to Thursday, and deputies will vote on the text on Monday, 16 November.
Pay rises
The Council of Ministers adopted the bill on 4 October, with the planned increases in salaries and pay scales included. President Abdelmadjid Tebboune had ordered that the increases be written into the budget, in line with his commitments.
The day before the Council of Ministers, Tebboune repeated this commitment during a periodic meeting with the national press. He said he had committed to delivering the remaining 53% of the salary increases, and that they would be applied in one or two instalments, depending on what is possible.
According to the report, Tebboune said he aimed to double salaries, with 47% of the increases already carried out. The report said the 53% does not mean that every salary will rise by 53% in 2027.
The amount for each category and the exact timetable have not yet been set. The government still has to decide them, so readers cannot yet know how much they will receive or when.
Taxes and budget figures
Tebboune also ordered that no tax affecting citizens' purchasing power be included in the bill. New charges should not absorb the pay rises, the report said.
The bill still contains several tax measures, which MPs will debate. They include car imports, the vignette (a vehicle tax) and housing.
The bill uses a tax reference price of 60 dollars a barrel of oil, while the forecast market price is 70 dollars. It assumes average inflation of 4% and an average exchange rate of 131 dinars to one dollar from 2027 to 2029.
Public spending reaches 17,882.6bn dinars (DZD) in payment credits. Algérie 360 calculated that this is about 136bn dollars at the exchange rate used.
Oil-related tax revenue is 2,652.3bn dinars (DZD) in 2027. It falls to 2,478.8bn dinars in 2028, then rises to 2,624.3bn dinars in 2029. Total revenue is set to reach 9,473.19bn dinars (DZD) in 2028 and 10,010.64bn dinars in 2029.
Next steps
After the APN vote, the text must pass the Council of the Nation, the upper house of Parliament. The President of the Republic then signs the finance law, which takes effect on 1 January 2027.
Until final adoption, the bill can still change. Deputies can amend some provisions during the debate.
