The Council of Ministers ordered a pay rise and a new career structure for Civil Protection staff after the summer fires. It also froze the cost of the Hajj pilgrimage at 820,000 dinars for every pilgrim.

Civil Protection and fires

President Tebboune chaired the meeting on Sunday 20 September. He praised the speed of compensation for fire victims, especially in Jijel, and asked the government to finish the remaining cases.

For Civil Protection he ordered higher salaries through a new value for index points, a revised grade scale, and higher allowances for field staff and their families. He also ordered training throughout staff careers, new equipment, forest watch posts with the Ministry of Agriculture, more water-bombing aircraft as the market allows, and a formal scheme for seasonal volunteers.

Hajj and other decisions

The state will subsidise the Hajj so the price stays at 820,000 dinars, after a rise of about 70,000 dinars this season.

Other decisions cover a presidential decree on secure digital links between state bodies, a monthly bulletin on the grain harvest, digital payment of farmers at grain cooperatives, a new agricultural orientation law, a national soil-testing programme, and more use of treated wastewater for irrigation, with a target of 60 per cent reuse.
