Garcia grew up in a pied-noir family, the Europeans of Algeria; her grandparents had come from Almería, in Spain. In April 1962 she left Algeria for France and went to school in Montpellier.
She then studied at the Paris Conservatoire, where she won a first prize in modern comedy. On stage she played Brecht, Chekhov and Shakespeare.
In the cinema she appeared in Bertrand Tavernier's Que la fête commence (1975). In 1980 she won the César for best supporting actress for Le Cavaleur. That year she also starred in Alain Resnais's Mon oncle d'Amérique.
Her first feature as director, Un week-end sur deux, came out in 1990. Place Vendôme (1998) won Catherine Deneuve the acting prize at the Venice Film Festival. Un balcon sur la mer (2010) follows a man's memories of Oran in 1962.
In 2014 she presided over the Caméra d'or jury at Cannes. In September 2026 her new film, Milo, competed at the San Sebastián festival.
