Holders of cards on the old model keep their rights until the new card is issued.
People with disabilities will receive a new electronic card that is valid for five years. The card sets out the conditions for granting it, its technical features, how long it lasts and how to replace a card that is lost, stolen or damaged.
Algérie 360 reported that the order was signed by Soraya Mouloudji, Minister of National Solidarity, Family and Women's Condition. It is an interministerial order and it was published in the latest issue of the Official Journal, dated 16 September.
The order applies article 8 of an executive decree of 5 April on the wilaya specialised medical commission and the national appeals commission. The card certifies the nature and degree of the holder's disability.
The wilaya Directorate of Social Action (DAS) issues the card. It must be handed to the holder or the holder's legal representative within 30 days at most of the day the file is filed.
The card is valid for five years from the date it is issued. It uses a single electronic model that carries a number and a QR code, a two-dimensional barcode.
Any device with a camera and a QR code reading app can read the card's encrypted personal and medical data. The card also carries an electronic signature.
Cards issued on the old model stay valid until the new electronic card is issued, so that rights are not interrupted.
A holder who moves must tell the DAS of their old wilaya and attach the supporting documents. The old wilaya then has 15 days to transfer the file to the new wilaya of residence, which will issue a new card.
If a card is lost, stolen or damaged, a copy can be obtained within 15 days of the request. For a loss or theft, the request needs a receipt for the declaration issued by the competent security services.
For damage, it needs a sworn statement describing the circumstances.
